Sometimes the strongest cowboy costume is just the part that frames the chest and lets you build the rest yourself.
This is a gay cowboy vest rather than a full costume, and that is exactly why it is useful. The open front leaves skin, harnesses or whatever you layer underneath visible, while cow-print faux-fur shoulders provide enough Western coding to make the direction obvious.
Queer cowboy styling works especially well because it can move between masculinity, camp and deliberate exaggeration without needing historical accuracy.
